The European Union's plan to charge foreign airlines for carbon emissions under its emissions-trading scheme could put a recent agreement at risk. Earlier this month, the International Civil Aviation Organization (ICAO) agreed to draft a global emissions plan to be adopted at ICAO’s 2016 assembly and take effect in 2020. The airline industry is "concerned that the commission is now recommending a course of action that has the potential to undermine the goodwill that has brought us to this point," said Tony Tyler, CEO of the International Air Transport Association.
