All but nonessential personnel have been furloughed as a result of the federal government shutdown, including workers at the USDA and FDA. The agencies will cease work on reports and statistical analyses during the shutdown, and stop other functions including programs under the Agricultural Marketing Service that affect the fresh produce industry. The overall impact of the shutdown is still unclear, PMA representative Tom O'Brien said. "Determining the impact of the government shutdown is a complicated exercise. ... Even where government services remain available, the funding dispute may still cause service interruptions or delays. Customs and borders remain open, but the shutdown may nevertheless cause delays in entry," he said.
