An Iowa judge has ruled in favor of the faculty union at the University of Northern Iowa in a case involving voluntary buyouts offered to faculty members. The ruling upholds Iowa Public Employment Relations Board decisions saying that a collective-bargaining agreement requires such buyouts to first be negotiated with the union. The buyouts were offered as part of the university's strategy to make up for a $5 million budget gap, administrators have said.
