Affordable-housing advocates in New York City are pushing city officials to relax rules restricting rental units in home basements, cellars and attics. Changing the rules that are meant to protect renters' health and safety would add units to the market, help homeowners pay their mortgages and house some of the city's growing population. "There are a lot of units that are perfectly safe that can't be made legal under current rules," City Councilman Brad Lander said.
