Enrollment in Monroe County, N.Y., special education programs decreased 30% over the past five years and more students with disabilities are in their home school districts, according to an investigative report by the Democrat and Chronicle newspaper. According to the report, that has resulted in higher per-pupil spending for special education students, but meets the Individuals with Disabilities Education Act requirement that children with disabilities receive an education in the "least restrictive environment."
