It's taken 40 years and $4.75 billion to get Water Tunnel 3 up and running in New York City. An 8.5-mile portion of the tunnel is now ready to deliver water to city residents, and its opening means less work on two existing, significantly older tunnels. A 10.5-mile portion of Tunnel 3 that would connect Brooklyn and Queens is expected to be done in 2021.
