A paper by the IEE, an institute of The Edison Foundation, asserts that distributed-generation customers need to take on costs of the smart grid for the benefits they derive from it. "The truth is that a DG customer continues to rely upon grid services 24x7. Most of today's net metering tariffs ignore the value of grid services provided to DG customers," said Lisa Wood, IEE executive director and co-author of the paper. "Now that we've jump-started DG in the U.S., it is time to move to net metering 2.0 and end the cost shifting."
