Enrollment in Monroe County, N.Y., special-education programs decreased 30% over the past five years, and more students with disabilities are being educated in their home school districts instead of by Boards of Cooperative Educational Services, according to an investigative report. This change is reflective of a larger trend in the state in which school districts are taking steps to meet students' needs within the district and include more students with disabilities in general-education settings.
