Most health care policy experts agree that overhauling the nation's fee-for-service health care model will bring down costs and spending, according to a meta-analysis published in the Journal of the American Medical Association. The review of policy papers found agreement on the need for insurance incentives that encourage patients to engage in healthy behaviors and seek high-quality care, and to pay providers for "improved care quality, patient satisfaction and measured outcomes."
