An ordinance approved by the city council of Spokane, Wash., allows a punishment of up to three months in jail for calling 9-1-1 for nonemergencies. Officials said enforcement would only occur in cases where there is chronic or extreme abuse of the 9-1-1 system and advised people to continue to report suspicious activity and call if they are in doubt about whether an emergency response is needed.
