A Maryland-based contractor that won a $649 million bid to construct a military hospital in El Paso, Texas, is seeking advice from a bonding agency on how to involve more small local subcontractors, who have received contracts worth less than 6% of the construction cost. One of the challenges that small firms face is the tough bonding requirements, said a senior vice president at the agency. The agency has provided $14 million so far in bonding for small companies working on the project.
