Rep. Ed Whitfield, R-Ky., plans to release a discussion draft next week of a bill to curb the Environmental Protection Agency's rules on carbon-dioxide emissions at power plants. The bill would block the EPA from setting rate-based rules for carbon dioxide, as the agency is attempting to do in its recent proposal for new power plant emissions. Under the discussion draft, all power plant rules would need to be approved by Congress.
