A construction project might hit snarls if it is complex and involves comprehensive project management. The project manager must accept accountability but also needs to reach out for expertise to make decisions in the event when he or she is not qualified to do so, Harold Kerzner contends. Project governance is actually a framework by which decisions are made. "[Project] governance relates to decisions that define expectations, accountability, responsibility, the granting of power or verifying performance, and relates to consistent management, cohesive policies, processes, and decision-making rights for a given area of responsibility," Kerzner writes. "It enables efficient and effective decision making to take place."
