User fees such as the White House's proposed $7.50-per-one-way-flight charge it would like to impose by 2019 are being increasingly considered as a way to raise revenue without hiking taxes, but affected industries say the fees are anything but benign. The airline fee would send nearly $26 billion to the federal government over 10 years. "I view it is a tax, a regressive tax. Everybody always wants to tax the airlines because we're efficient at collecting the fees," said Nicholas Calio, president of the Airlines for America trade group. "It is an easy answer. It is a lazy answer."
