John Halinski, deputy administrator of the Transportation Security Administration, said the agency wants to preserve $88 million a year by cutting staffing at spots between arriving flights and the baggage claim at about one-third of airports. He said the airports should protect doors, so the TSA can screen passengers and luggage. The TSA is looking to enact the rule during the first quarter of 2014. Carter Morris, senior vice president of security policy for AAAE, moderated a panel of TSA officials. "It's no secret that the airport community and the aviation community at large has some grave concerns about the approach and policy that TSA is taking on this," Morris said.
