Domestic solar-energy users in Arizona will soon have to pay a 70-cent-per-kilowatt fee to plug into the state's electrical grid. That's much less than the $8-per-kilowatt charge sought by the state's largest electrical utility, but it might still dissuade some homeowners from installing solar panels. "This is a body blow for the Arizona solar industry, not a knockout punch," says analyst Stefan Linder.
