Three of the Bank of Japan's nine board members dissented against the central bank's report expressing confidence in its ability to boost inflation to 2% in two years, according to minutes of the bank's October meeting. They urged the central bank to use more cautious language, warning that it would lose trust if it failed to hit the 2% target. They were outvoted.
