Twelve municipalities have filed for bankruptcy protection since 2008, facing financial difficulties for myriad reasons, Russ Banham writes. While the recession was a factor, Banham writes, the struggles come largely from municipalities' past mistakes. Chief among them are unsustainable contracts with government workers, shrinking property-tax revenue and projects that turned into cash drains.
