Policies outlining when transfer students can play high-school sports at their new school has led to a lawsuit by a football player who transferred to a Hillsborough County, Fla., public high school from a private high school at the beginning of the year. State law allows students to play if they have been enrolled since the first day of the school year, but a year-old district policy requires transfer students to wait a full calendar year before participating.
