The House is expected to consider this week the bipartisan bill S. 330 or the HIV Organ Policy Equity Act, which would lift the ban on organ donations from HIV-positive patients. The bill's approval would mean changes to the Organ Transplant Amendments Act of 1988 which ensures organs from HIV patients are not given to non-HIV recipients. The HOPE Act would allow the HHS and the Organ Procurement and Transplant Network to develop procedures on HIV-positive organ transplantation if results of related research prove it possible. The bill would be considered a suspension bill, which means that it will need only a two-thirds vote for passage.
