About 49,100 people have enrolled in a health insurance plan through a state-run exchange, excluding California, Massachusetts and Oregon, according to consulting firm Avalere Health. Fewer than 50,000 had enrolled in a commercial plan through a federally run exchange at the end of last week, sources told The Wall Street Journal. The Obama administration had hoped 800,000 people would sign up over the first two months after the exchanges opened, but technical problems have plagued the federal and some state exchanges.
