The Bureau of Land Management on Thursday approved for the second time Kinder Morgan's proposal for its Ruby Pipeline. In its final supplemental environmental impact statement, the agency said it completed its second environmental review of the 678-mile natural gas pipeline and found that mitigation efforts could offset the project's impact on the environment. "The direct and indirect impacts of the project remain the same. Because there are not impacts in excess of those discussed in the final EIS, no additional mitigation is described" in the second environmental review, the BLM said.
