Bowie, Md., officials plan to propose legislation to the state General Assembly that would permit the sale of beer and wine at small-scale grocers. The effort will be the city's third consecutive year of trying to change liquor law so Bowie can attract grocers such as Trader Joe's. Liquor-store owners oppose the effort, saying allowing grocery sales of beer and wine would negatively affect their businesses.
