Government officials said tens of thousands of eligible low-income people were unable to sign up for Medicaid because of problems with HealthCare.gov. The problems have prevented the government from transferring its files to state Medicaid programs on time, causing delays in 36 states that depend on the federal exchange. "We have not seen much progress on the flow of data from the federal marketplace to the state," said Monica H. Coury of Arizona's Medicaid program.
