The National Institute of Standards and Technology is calling for the development of federal building-construction standards as well as requirements for storm shelters and emergency communications to improve protection against tornadoes. The changes would require approval at the state and local level in some cases. "The time is right to develop and implement codes and standards that better protect our citizens and help communities recover more quickly from these powerful, but not invincible, natural forces," said Eric Letvin of NIST.
