A key Defense spending bill is snarled up in the Senate, where Republicans say Democrats have denied them the right to table amendments and stalled the legislation in a bid to avoid embarrassing the White House. The debate over the bill, which accounts for about half of U.S. discretionary spending, came as the Congressional Budget Office warned that the Pentagon was on course to spend far more than allowed under sequester spending caps over the next five years.
