A poll conducted on behalf of the IFA and U.S. Chamber of Commerce found a majority of franchise and nonfranchise business owners said the Affordable Care Act is negatively affecting their businesses. The survey revealed about one-third of franchise owners have replaced full-time workers with part-time workers and reduced worker hours, and more than half of business owners will employ fewer than 50 workers to avoid the law's employer mandate.
