The Oakland, Calif., police department should reduce the number of calls dispatchers send to patrols by 30% to give officers more time to be proactive about fighting crime and to respond faster to urgent 9-1-1 calls, according to a consultant hired by the city. The report also said injured officers should respond to some calls by telephone, more types of calls should be reported online and dispatchers should stop taking calls from officers about administrative issues.
