Sen. John Rockefeller, D-W.Va., is calling on the Surface Transportation Board to investigate whether freight shippers have "an unfair competitive advantage." The request comes after an updated Senate committee report found the freight rail industry's financial state is at its strongest since the Staggers Act of 1980. The American Chemistry Council says that "an accurate picture of the current state of the major railroads is important to help guide policymakers on the best course for policy reforms."
