A recent study by the American Civil Liberties Union of Pennsylvania found that the state's zero-tolerance policies have led to suspensions of large numbers of students -- especially students who are African-American, Latino or those with disabilities. Some students were removed from classrooms for nonviolent offenses. The report calls for, among other things, school- and district-level reviews of suspension, expulsion and police-referral practices.
