Community-college directors say their schools still face budget challenges, but the financial outlook is improving, according to an annual survey by the Education Policy Center of the University of Alabama at Tuscaloosa. The survey showed that most directors expect enrollment to increase as four-year colleges implement enrollment caps. Also, only five states reported midyear budget cuts in 2012-13, compared with 2008-09, when two-thirds reportedly made such cuts.
