Small-business owners such as David Glazier, who operates a luxury car service in Alexandria, Va., is struggling to make sense of the health care overhaul and the troubled Healthcare.gov website. He's hopeful the federal exchange will offer lower rates, but using the website has been a challenge. "I'm planning to wait until we can get a better idea of what small business plans will be available on the exchanges, but this is chewing up a lot of time," he said.
