The interim president of the University of the District of Columbia is proposing an overhaul that would, among other things, eliminate the school's athletic programs in an effort to bolster faculty, increase enrollment and improve health and career services for students. James E. Lyons Sr. also is proposing to cut underenrolled degree programs in subjects such as physics, history, sociology and environmental science to save money and improve other programs. The school's board of trustees is set to vote on the proposal Nov. 19.
