With the backlog of home foreclosures dwindling, U.S. home prices rose in 88% of cities in the third quarter, the National Association of Realtors reported. "Most regions of the country are experiencing strong home-price appreciation off a low base. Cities with the biggest price appreciation are in places that had bigger busts," said Neil Dutta, head of U.S. economics at Renaissance Macro Research in New York.
