Ted Gaebler, 72, plans to step down as the first and only city manager employed by Rancho Cordova, Calif. He was hired in 2003 when the city incorporated and plans to retire at the end of January. A 1992 book he co-authored, "Reinventing Government: How the Entrepreneurial Spirit is Transforming the Public Sector," which former President Bill Clinton says "should be read by every elected official in America," continues to be translated into foreign languages. Gaebler will support cities in Northern California through ICMA's Range Rider program.
