A study by the European Commission found that about 11.5 million animals were used in drug safety tests in 2011, which is less than half the number used in 2008. The report reflects a long-term effort to reduce the number of animals used in testing by the drug industry as well as in health care and academic research generally. However, animal trials remain mandated by law in Europe before a drug can move to the clinical trial phase.
