The U.S. Commerce Department has refused to approve a rural West Virginia broadband program that would allocate $2.5 million in federal stimulus funds plus $1.9 million in matching funds from Cisco Systems. The state will forfeit the money if it does not spend it by Dec. 31. The National Telecommunications and Information Administration rejected a state plan that would have awarded the grant to Citynet, an Internet service provider in Bridgeport, W.Va.
