Officials in New York plan to seek a federal waiver from the U.S. Department of Education that would allow some students to take language arts exams in their native languages. If approved, the option would be available to English language learners who have attended school in the U.S. for less than five years. Officials say their first step under the waiver would be to develop Spanish language tests for the two-thirds of students in the state whose native language is Spanish.
