The state of New York will spend the first $163 million of its share of funds from a federal settlement with JPMorgan on housing programs administered by the state, and on other discretionary plans administered by New York Attorney General Eric Schneiderman. The attorney general's office and Gov. Andrew Cuomo have been at odds over how New York's $613 million share of the $13 billion settlement will be administered.
