Changes ranging from modest improvements to tank cars to their complete replacements are needed to significantly reduce the risk of hazardous incidents as more oil is transported by rail, according to William Furman, chief executive of The Greenbriar Companies. He says that retrofits could be done "in a reasonably expedited time frame." This follows last month's request to the Pipeline and Hazardous Materials Safety Administration by the Railway Supply Institute "to adopt safety standards already embraced in October 2011 by the Association of American Railroads."
