To help fill jobs in rapidly growing fields while also encouraging students to study and work closer to home, New York Gov. Andrew Cuomo has made an offer to the state's top high-school students. Any student graduating in the top 10% of his or her class, who then majors in science, technology, engineering or math at a State University of New York or City University of New York school, and works in the state for five years would have his or her college tuition waived under the proposal.
