President Barack Obama said in his State of the Union address that he will use executive power, rather than legislation enacted by Congress, to deal with economic disparity in the U.S. He announced an executive order creating a Treasury savings bond for workers without traditional pension plans and raising the minimum wage for new federal contract workers to $10.10 an hour. Obama promised a "year of action" that would be carried out "with or without Congress."
