The Federal Reserve and Office of the Comptroller of the Currency said eight U.S. banks have passed a capital requirements test. The banks -- the Bank of New York Mellon, Citigroup, Goldman Sachs Group, JPMorgan Chase, Morgan Stanley, Northern Trust, State Street and U.S. Bancorp -- will be permitted to use their own models for measuring their risk factors.
