English language learners enrolled in bilingual education programs in the San Francisco Unified School District are as fluent in English by sixth grade as students who have been immersed in an English only classroom, according to a study commissioned by the district and published by Stanford University. State lawmakers in 1998 passed a resolution calling for a ban on bilingual programs, but the district has continued its programming by seeking parent approval. Some say there has been a shift in demand for bilingual programs and that more parents are seeking these programs for their children.
