Work on the Panama Canal expansion appears to have stopped as the debate continues over who is responsible for $1.6 billion in cost overruns. This could delay completion until 2020, according to some reports. However, the Panama Canal Authority says it will finish the project next year "with or without" the construction consortium that has been doing the work. The delay could benefit West Coast ports and "is a potential boon for inland railways that transport goods from West Coast ports to East Coast consumers," according to Stratfor Global Intelligence.
