House Democrats are reportedly preparing to force a vote on the minimum wage, using procedural rules to overcome resistance from the majority leadership. Lawmakers are gathering signatures for a discharge petition, which allows an absolute majority of lawmakers to force a vote on an issue even without the leadership's consent. "To not have this vote is to abdicate our responsibility to the middle class," said Minority Leader Nancy Pelosi, D-Calif.
