Rep. Patrick Meehan, R-Pa., has introduced a bipartisan bill to reauthorize the Department of Homeland Security's Chemical Facility Anti-Terrorism Standards program and require a progress update in 18 months on DHS' plant reviews. The American Chemistry Council and other industry groups support the bill, which would allow the agency to approve alternative site security plans from industry groups and state and local authorities. Under the bill, DHS would also work with stakeholders and local authorities to develop a stepwise risk assessment plan to prioritize plants.
