Sen. Tom Harkin's proposal to provide a new retirement account for the 75 million Americans who don't have an employer-sponsored retirement plan drew a variety of responses. Some worry that the way the plan is designed is excessively complex. Others applaud the Universal, Secure and Adaptable (USA) Retirement Funds Act of 2014 as an important proposal that focuses attention on the retirement security crisis.
