The Keystone XL pipeline may face further delay after a Nebraska judge on Wednesday declared unconstitutional a 2012 state law that allowed the pipeline to pass through the state. Lancaster County District Judge Stephanie Stacy's ruling also restricts Gov. Dave Heineman and other defendants "from taking any action on the governor's January 22, 2013 approval of the Keystone XL Pipeline route." Heineman said his side has appealed the ruling to the Nebraska Court of Appeals.
