California's Ivanpah solar power plant is up and running, with its 356,000 computer-controlled mirrors focusing the sun's rays onto three 40-story heat-collecting towers. Still, the colossal project has been dogged by environmental concerns, and even its co-owners say the $2.2 billion plant wouldn't have been built without significant financial help from the federal government.
